Although ACART is used to streamline compliance, it is a highly customizable platform that is also used for comparing systems and requirements and enabling more effective IT investment decisions.

The uses of ACART are diverse:
- Assert compliance of lower-level programs and systems to domain-level architectures
- Assert compliance of domain and component level architectures to enterprise-level architectures
- Develop Analysis of Alternatives (AoA) for proposed system(s) or program(s)
- Demonstrate compliance to laws, regulations and policies (LRPs) such as FMFIA, FMIA, Clinger-Cohen, GPRA and A-123
- Generate reporting for Pre-Certification Authorities (PCA), Internal Review Boards (IRB)
& other auditing/review committees
- Compare vendor proposals against solicitation requirements and report to the Source Selection Board
