DoD's Enterprise Funds Distribution (EFD) Initiative Uses ACART to Facilitate Acquisition Decisions

The DoD's Enterprise Funds Distribution (EFD) initiative is in the early analysis stage and requires true funding to become an official program. To achieve this objective, the EFD must develop an Analysis of Alternatives (AoA) to gain the approval from the milestone decision authority (MDA). The EFD program management office (PMO) used ACART to support this acquisition analysis and decision making.

ACART's Role
EM&I's ACART tool was critical in performing the required Analysis of Alternatives (AoA) by enabling the comparison of four different alternative systems. ACART provided the capabilities to do a thorough and efficient comparison of these systems and enabled the EFD program leadership to identify the alternatives that were most compliant to the requirements defined in the Business Enterprise Architecture (BEA). Specifically, the ACART dashboard reports provided side-by-side comparisons of the alternatives, enabling the leadership to make informed investment decisions. David Fischer (BTA Director) successfully signed off on the AoA in March 2007.
